Can you get all attributes to 100 in Oblivion? ›

There are 3 skills per attribute so you have plenty of opportunities to get to 100 as long as you dont get carried away by over leveling alot of different skills and then let those skillups go to waste to often.

No, just the opposite. Enemies scale in level with you in oblivion, so it's in your best interest to stay as low a level as possible. You can still gain skills, and abilities, all the benefits of being high level, but if you don't sleep, you don't level up, and neither do the enemies.

you have to level up major skills ten times to increase character level. if you haven't leveled up any of your major skills at all, then your progress to next level will be 0, no matter if you've maxxed out all minor skills.

Almost, not quite. The Shivering Isles has a path to choose - each option has its own achievement. So you'd have to run SI again and pick the other path to get that last one. But one character can do all the guilds and the main quest, and get really, really close.
